Fiance Visa or Marriage on a Tourist Visa
I never recommend marrying your fiance while s/he is in the US on a tourist visa. This can result is at the very least substantial delays in the approval of your visa and even deporation of your spouse. If the marriage occurs within the first 30-60 days after arrive on a tourist visa, there is a very strong presumption of visa fraud. After 90 days, the air of fraud still exists but is more easily overcome. If you have already married on a tourist visa, you should strongly consider seeking the help of a qualified marriage visa attorney.
K-3 Visas can be beneficial for several reasons. Most specifically, the K-3 visa can allow your spouse to enter the country faster than waiting for the spouse visa to be approved. This is not always the case and many times, K-3 visas actually take the same amount of time as the I-130 petition, making the k-3 visa a waste of time and money.
